Plural of competence

I have to deal with the topic "competence management" in the organization I work for.

Are competence and competency synonyms? May I use the 2 words interchangeably?

What is the plural of competence? Competences or competencies?

Plural of competency seems to be easy - competencies, according to dictionary.com
