Plural formal letter

"Respected Sir/Madam,
We want to state that we had selected Digital Image Processing ( DIP) as our elective course previously.But now we have decided to complete PHP as our mini project.
Therefore we are kindly requesting you to change our elective course to PHP.

A small additional comment.

Respected Sir/Madam,

This is not natural in the English used in countries like Canada, the UK, the USA. We'd say Dear Sir or Madam.

However, if you see a lot of letters in India that use Respected Sir/Madam, then go ahead and use it.

It's formal, so I''d finish with Yours sincerely.
