Plural form of staff

Donald Trump tweeted on the Singapore Summit: "Meetings between staffs and representatives are going well and quickly....but in the end, that doesn’t matter. We will all know soon whether or not a real deal, unlike those of the past, can happen!"


As far as I know, grammatically speaking, "staff" is a collective noun and the same word is used even when there are multiple staff members. Is "staffs" accepted usage here? I wondered if it might mean "US representatives/staff" and "North Korean representatives/staff", thus "staffs"?
