Plural ?

I got this question while teaching my students about shapes. There's a picture in which there are many blue circles of different size. Why did the american teacher say,"draw a line under the small blue circle," instead of "draw a line under the small blue circles, or "draw lines under the small blue circles?"

Much obliged for your help.

Perhaps they just wanted you to draw a line under one circle - the very smallest.
