Does that mean Simon reaches Q a certain time before David did? Or does that mean " Simon reaches Q at time t, and Simon reaches Q before David did. " ??

I think it's easier to look at a few real examples.

" Simon reached school before David. " This means Simon arrived, and David arrived later.

" Simon reached school at 2pm, before David. " This means Simon arrived at 2pm, and David arrived later.

You wouldn't commonly say " Simon reached school at a time before David. "

If you have some other form of words you want to ask about, please provide an actual example.
