Pls help me correct two sentences. Thank you!

Unemployment rate downs to 7.7%, the least rate since 2009, a indication that US economy is on the way to recovery. And average hourly earnings rose by 4 cents to 23.87, which is a good sign as US has to face increased tax and budget cuts this year.
