In contrast, 15%, 28% spending were spent on resources (e.g books) and other workers' salaries respectively. In 1991, they went down. After a decade, they decreased to 9% on resources and 15% on other workers' salaries. In comparison, teachers' salaries was 40% and furniture and equipment was 23% in 1981. In 1991, teachers' salaries went up, by 10%, while furniture and equipment spending went down, by 10%. In contrast, furniture and equipment rose to 23%, while teachers' salaries fell to 45% in 2001. The United Kingdom = a proper noun, the name of the country. e.g. There will be an election in the UK next month.
United Kingdom (no article) = a noun modifier. e.g. UK schools, UK cities.

Overall, insurance, furniture and equipment have an increasing share of the budget ~~upward trend~~, (wrong word. Use "trend" for line charts where you can see a continuous pattern) while resources (e.g books) and other workers' salaries have a downward tren (wrong word.) ~~in 1981, 1991 and 2001~~. (wrong expression. Also, this is repetitive. You told the reader the times of the measurements in the first paragraph.) Teachers' salaries tend to increase in 1991 and decrease in 2001. (Wrong expression. "Increase in 1991" means that the salaries were higher in December 1991 than they were in January 1991.)
