On 29 March 2012, ABC has been served with the requisite notice from XXX under rule 1303.1. ABC is directed to comply with the following direction and append together are the actions taken/to be taken:-

But I am not so sure about "are" in yellow because some of the action had been taken before the directive.

by the way is "directed" can be use interchangeably with "instructed" cause in the online dictionary they have the same meaning

Yes, in this instance "instructed" can replace "directed."
Personally, I feel that it is better not to repeat the same word in a sentence if a good synonym is available. It's a matter of style.
