1. Tentative approval => not final approval, temporary approval. The tentative approval designation means the company product meets FDA safety and efficacy standards for marketing but cannot be sold in the U.S. because of existing patents or exclusivity agreements, although it can be used by relief organizations outside the U.S. under the President's Emergency Plan for AIDS Relief.

2. They have appeared to have settled after that => the H.I.V world wide rates of infection reached their peak in the late 1990’s. The world wide rates have stabilized, although individual rates among selected countries have continued to increase.
