If you could tell me whether the following phrases are natural English?

(1) fire and explosion safe warehouse/power transformer
(2) fire and explosion safety regulations/rules

I have NOT been able to find any examples with "fire and explosion safe" or "fire and explosion safety" in COCA and GLOWBE... if you could polish up my (Russo-English) example (1)?

"fire- and explosion-safe warehouse/power transformer" is possible, but I'm not sure I would really recommend it. It may be better to recast the sentence in which this appears, but I would need to see the full context to suggest anything.

There is no "full context" actually. There is a table named "Main advantages the new system has over its predecessors" or something... And there is a row in the table reading "Improved fire and explosion safety"... nothing more...
