Short Plot
A serial killer is killed in an encounter by a team of police officers on the instructions of his superior. However, the media is made to believe that it was a shoot-out between the police and criminals.
Long Plot
A cop and his colleagues execute a serial killer who is backed by corrupt politicians and businessman, through elaborately staged fake encounters to make believe the media that it was a shoot-out between the police and criminals. The tide turns on to the cop when a human rights commission officer begins probing into one of his encounters.
