PLESE HELP! been/went?

Hi,

why shoud the sentence I'VE BEEN TO PARIS LAST YEAR be I WENT TO PARIS LAST YEAR?
I know it shoud be WENT and not BEEN, but dont know why.

and also, LOOK AT THE CLOUDS.IT WILL RAIN.
whats incorrect in this sentence?, I think there should be a comma after CLOUDS not a full stop.
BUT WHY?

PLEASE HELP!

I have been to paris before " present perfect - unspecific point in the past " I went to paris last year " simple past - specific point in the past " Look at the clouds, it is going to rain. Such as in the sentence " she's pregnant, she is going to have a baby " more certain than (will).
