Plesae help me with these

"....to apprise the President of the DEAFLYMPICS when liaising with other international sports organisations, as well as other bodies as may be necessary to achieve or further any Objects of the DEAFLYMPICS;"

.....to allow yourself or another person to have something enjoyable, especially more than is good for you

please help me learn how the above sentences where "as" and "more than" is followed by a helping verb without a subject and when this structure should be uesed. how this structure is correct without a subject?
