Please tell me which sentence sounds more natural to native speakers

Hi teachers can you please tell me which sentence sounds more natural to native speakers?


1. A law limiting businesses from offering plastic straws.


2. A law limiting offering plastic straws from businesses.


The reason I ask this question is that I have never heard " limit A from B" expression - though I know "prevent/ prohibit/ inhibit/ keep/ stop/ deter/ ban A from B usage.
