for examples, where can we use; "Is she wearing a frock?" and "Does she wear a frock?" or both two are same meaning?? and also "It is not a matter to me.." and "It doesn't matter to me.."

B: No she's wearing a pants suit. (Is wearing = what someone has on right now, at this moment)

A: Does she wear a frock?
B: Sometimes she does, but only when she's going out to a fancy party. (does wear = sometimes she wears that, but maybe not right now)
A: What does she wear to work?
B: She wears a skirt and a nice blouse.
A: What does she wear to school?
B: She wears pants and a jacket or a sweater..

A: Is he going to school?
B: No, he's going to work. He will go to class after work.

A: Does he go to school?

Because it is the proper verb form.

Make the indicative form of the sentence:

He is my friend.
He goes to my school.
He is studying English.
He walked to school today.

When the main verb has more than one part (eg. is studying), then the question form just changes the order of the verb parts.

He is studying English. -> Is he studying English?
She was climbing the ladder. --> Was she climbing the ladder?
You are going to school. --> Are you going to school?

When the main verb is "be", use that form to start the question.
He is my friend. --> Is he my friend?
You are cold. --> Are you cold?
I am a good student. --> Am I a good student?

When the main verb is a simple tense (present, past), we use the helping verb do (do, does, did) and the base form of the main verb.
He goes to my school. --> Does he go to my school?
He walked to school today. --> Did he walk to school today?
She wears beautiful dresses. --> Does she wear beautiful dresses?
The flower smells nice. --> Does the flower smell nice?
