Please tell me can I replace like this.

Original: Mother Firefly, who has been taken into custody, says to Sheriff Wydell, who has came to see her.

Mine: Mother Firefly, who was taken into custody, says to Sheriff Wydell, who was came to see her.

Please tell me can I replace "has been" with "was" and "has" with "was"?
