Please tell me

Alexander Kwasniewski appealed to Vladimir Putin hours after a Polish journalist in Moscow was attacked.

He urged Mr Putin and the Russian authorities to punish the attackers, who he said were creating harmful tensions between Russia and Poland.

Two Polish diplomats have also been beaten up in Moscow in the past week.

I think it is sufficient to write the following:

I can see your point but if we take out the 'he said' then we are stating it as a fact that they were creating harmful tension (I wouldn't use tensions here myself). Maybe they aren't actually creating this tension? Using 'he said' makes it clear that it is Alexander K's opinion that they are creating harmful tension.

If this is a matter of a vote, I agree with Nona. The inclusion of "he said" shows that the author does not necessarily agree that harmful tensions are being created. The author makes it clear with "he said" that it is A. Kwasniewski's opinion that such tensions are being created, not the author's.
