I meant transportation fee is included in@@.But does he mean I should pay the transportation fee besides @@?

I am discussing about the lesson fee with my teacher.
I suggested my English teacher that I will pay 50 dollars including transportation fee .
Then,he answered ”50dollars and transportation fee sounds fine.”
I meant I pay only 50dollars.I misant the transportation fee is included in 50dollars.
But does he m
