Please someone help me understand what "they do it anyway" on the following sentence means.

I suppose that since there is competition to get smokers between the two restaurants, my favorite restaurant is hesitant to make all their seats nonsmoking.

However, I propose that they do it anyway, because I believe it would increase sales.

You could delete 'to get smokers' without losing the obvious meaning. You might substitute 'would propose', unless this is something you're going to stand up and propose at your restaurant tonight.
