Grammar

Please somebody fix the grammar in my interrogative sentence.

Mine: Why did Michael want to assume that this is a large scale incident?

Context: After some fire incident happened, Michael asks to Phillip a question.

Michael's question: Can we assume that this is a large scale incident?

kingston123 Why did Michael want to assume that this is a large scale incident? The grammar is OK, provided "is", rather than "was", is appropriate for the timeframe. However, Michael's question does not really imply that he wants to assume that.
