Please settle this dispute...

Can you please define the following statement:

"Your upper outer garment must be brightly colored, visible and reflective at night."

My interpretation is that during night time hours, your upper outer garment must be brightly colored AND visible AND reflective.

A friend of mine believes the statement means your upper outer garment must be brightly colored all the time, however, visible as well as reflective at night.

Who is comprehending the written statement correclty here?
