Please review this IELTS task 2

Some people claim that not enough of the waste from homes is recycled. They say that the only way to increase recycling is for governments to make it a legal requirement.

To what extent do you think laws are needed to make people recycle more of their waste?

Certain people say that household waste is recycling inadequately, and that is the government role to implement laws to ameliorate this situation. I partially agree that laws are one of the most effective strategies to solve this problem, but it is not the sole method.

In fact, law enforcement is very useful to adjust citizen's behaviours in some cases like waste recycling because it can get people who are negligent to practice waste triage or often throw their trash at public places complied with the government's direction. A heavy penalty by cash or unpaid public services will help everybody being more involved in handling their own waste at home. Further, if waste recycling is formulated in legal acts, the authority will have more arguments to pursuade the National Assembly to allocate more budget for enviromental issues, that in turn will be invested in recycling systems as well as other measures.

Besides legal procedures, other non-legal measures should also be considered to apply. As above-mentioned, the government can spend money for educational programmes about enviroment at school. Pupils are raised concerns about environment protection. They are also instructed how to collect and categorize home garbage throughout these programmes. Propaganda on the media such as television, outdoor panels, or handouts is also a feasible way to bring this issue closer to every people. If residents are given more knowledge, their attitude will change, and they might recycle more of their rubbish.

To sum up, making the recycling issue into law is an important policy to improve the management of household waste. However, education and propaganda should be strengthened to encourage people to recycle more.
