Please review my translated sentence

In cases where a disagreement arose in selecting the articles, the two consulted with each other, and if it still could not be settled, a third person was assisted to resolve the dissent.

1) The two refers to two individuals in the previous sentence.

2) "consulted with each other" or "talked to each other to make a final decision"; My main problem is its verb tense.
