Please review my IELTS task 2 essay

Topic: All education and healthcare should be funded by the government and free for everyone. To what extent do you agree or disagree with this opinion?

My essay:

Basing on the notion of equal human rights, governments in most countries have spent a huge amount of money from their budgets on improving educational systems and providing free healthcare. While I agree with the idea that governments should have a responsibility to fund these two essential services, I do not think it is prudent to demand the states to cover all the expenses.

To begin with, providing free education and healthcare for every citizen can be extremely expensive, and, as a result, unaffordable for a limited budget. Therefore, the government needs to obtain the funds from a variety of actions in many fields. One way of acquiring the necessary funds is by rising the taxes, what no one wants, especially for the disadvantaged. The second solution to the problem is taking money from other vital areas, such as public transportation and old-age pension, to invest in education and healthcare. It would also cause so much objections and social turbulance.

In addition, many are skeptical about the effectiveness if governments are left with all responsibility. More specifically, free medical service can make some people irresposible of their health condition. Furthermore, it is obviously unfair if the whole society have to pay for serious diseases like lung cancer resulted from negative habits of certain individuals such as smoking or alcoholic addiction. Without relying on free public services. people may have a better awerness of taking care of themselves by getting healthier diets or doing regular excercise to save their own money.

In conclusion, although education and healthcare are the two sections that should be paid considerable attention by the government, I would argue that it is wiser for governments to not pay for all of these services.
