On the one hand, the government should pay some of the costs for students from poor families. Due to this assistance, poor students may have changes to learn and practice as city students. Therefore, the equitableness between students from rural areas and students in city can be guaranteed. Moreover, those countries can increase the manpower.
However, there are always two sides to everything. On the other hand, the government should not pay all of the costs for all the students. Firstable, a number of students tend to lazy in studying, because of these investment, they have all more reason for being lazy. Second, for some of the families, it is unnecessary for the government to pay the costs. They totally possible in paying for their children's education. Instead of making a dissipation, budget should be invested in some more important fields such as health or national defense.
