Upon entering into this contract, with regard to the acceptance of American Express payment cards at Merchant’s POS terminals connected to the Bank's system, regulations of Contract’s Articles 3.1. and 3.2. shall not be observed, but obligations prescribed by Articles 3.1. and 3.2. of the Contract, as far as they are related to the acceptance of Cards at Merchant’s POS terminals connected to the Bank'system, shall be observed in accordance with regulations prescribed by Article 9.1.

Is everything understandable?

I wouldn't know what to make of it. Why would anyone agree to a contract that has parts of it that will be voided by a separate arrangement that is not in the contract itself.?
