It is the passive aspect of present continuous.

Take off = remove.

If you do not yet know what 'take off' means, then it is not yet time for you to be worrying about present tense passive voice continuous aspect!

Omigod, mizansinha! Now I see my mistake. I must have been very tired—I completely overlooked the other problem in your original sentence. 'Taking' should be 'taken'! It should read:

It is so hot that clothes are being taken off.
