Could you tell me if the options given for the exercise are correct? The answer is 'c'.

That's a good question. I would say "Is it a situation DESIGNED (or INTENDED) to capture/apprehend me by surprise".

"A situation to capture me" is not good English. You need a word between SITUATION and TO. It's a situation which is INTENDED to capture me, or DESIGNED to capture me, or CREATED.

Remember that, these questions are for low intermediate students, and that many times I pick up words that have a latin root, so it is really easy for the Spanish students to understand them.

For example:

Apprehend in Spanish is Aprehender.

Capture in Spanish is Capturar.

So, the students get two benefits the word they don't understand + two E
