Please "kindly" note??

Is it even correct to remind someone to make a note of something by asking them to "kindly note" something?

I mean I've seen the expression used when the situation requires kindness that will not be requited (such as "please kindly rewind the video tapes" or "please kindly turn down your volume of voice"), but
to ask someone to "kindly NOTE" something doesn't sound right to me.

I saw it on a non-American web site,though, so it might not be correct in the first place.
