In the second sentence, how can we determine whether the antecedant of 'who' is 'artists' or 'she'.

Tricky. But I think I'd consign the management to a parenthetical role, with "who" as the subject of "is", i.e.

"We have just spoken to an architect who (the management believes) is best suited for the job."
