“Man not hanged for stealing horses, but that horses may not be stolen”.
George savile (1633-1695), who was an English statesman, said above words, when he was Marquees of Halifax in 1668. He was a politician, due to this reason; he was very concerned about the public matter. In 17th and 18th century there was a law capital punishment; death penalty was prevailed in great Briton, for those who convicted under the great larceny act. It was a law for those criminals who stole the money more than 12 pence, which was at that time hardly equal to one-day labor wage. Earlier, in 17th century when the law was statute total fifty convicted were executed, whereas on the 18th century the total number was quadrupled. After that in 19th century from the authorities of the law, many other laws were developed to counter the criminals in Briton. Eventually in 19th century the law of capital punishment was abandon in the United Kingdom. Though the law of capital punishment is seems to be cruel and increase the melancholy feelings about the execution, but it is the law, which decrease the crimes in Middle Ages. Furthermore, it provides the strong base to the law by which crimes could easily be controlled. Indeed, that such a merciless punishment will deter to other criminal minded people from the evil deeds. Thus, that type of punishment should also use in those countries, where laws are very fragile. Though in a modern world this type of concept for capital punishment has been obsolete, this is the reason that today more crimes rather than before is being committed.
