One good illustration of this is that, in Hoi An province, rather than encouraging modern architectural designs for new buildings such as high-rise blocks, the local councils promote old-fashioned houses because the majority of houses are built in traditional architectures. It is possible to say that adhering to the regulations set by governments in erecting buildings helps to enhance safety aspects such as installing sprinklers and smoke detectors for fire prevention. As a result, this could prevent serious incidents which can be caused by unsafe or unequipped buildings.
On the other hand, it is possible to make the opposing case. It is often argued that, in fact, the owner of new houses should be allowed to design by his or her own ways. People often have this opinion because this embraces more innovation and foster creativity in the construction industry. As people are free to construct their own properties, they can innovate many types of modern houses, which leads to better outlooks for the large cities where those houses locate. A second point is that, more jobs in construction sectors are created as people are willing to make new houses. A particular example here is that there is increasing numbers of construction designers in Ho Chi Minh City nowadays, while these numbers are about only half in 5 years ago when city councils restrained new architectures for the upcoming buildings.
In conclusion, I believe both arguments have their merits. On balance, however, I feel that the newly constructed buildings should be governed by governments. This is because the outlooks of new buildings are built could be improved, and all deadly accidents could be avoided.
