Please help with what the meaning of 'head in direction' is

Hi there,

I am still confused by the meaning 'head in direction' after searching the internet, there are no clear and accurate answers to that, so i hope everyone here could help me figure it out. Thank in advanced.

I jotted it down from VOA reports 'This means different regions are header in different directions' and 'Now there is worry about a new threat headed in their direction in the wind'
