Please help with this proof reading job!

'It is not so much that individuals set out to creat a culture when they interact in relationships, groups, organizations or societies, but rather than that cultures are a natural by-product of social interaction.'

In this sentence there is one mistake (I think it probably has to do with 'but rather than that', am I right?). Please help. THANKS!
