Please help with the sentences

Please be informed that having reviewed your provision of location plan from the District Government and investigation report from St.Mary School, we understand that the lamppost concerned is located at the area under the management of the Education Council. As a result, we are not the proper party to provide any comment on the structural condition of the lamppost nor are we the one of whom keep informed when proceeding the removal of the lamppost for public safety.
