This is one of those common phrases that seems to have crept into the language in recent times. I'm not sure how this happened, but here are a few comments.

It seems to mean that globalization is the main reason / most basic factor / has responsibility for the situation.

I suspect the phrase is derived from It all comes down to . . . which has essentially the same meaning.

It has a BrE sound to me, although I could be mistaken.

Soccer Commentator: In the last 30 seconds of this scoreless game, Smith has the ball. It's all down to him! He scores!!!

or

Gritty London copper in gritty nick in gritty BBC tv drama: 'Ere, some git jist blagged Barclay's Bank dahn the 'Igh Street. I reckons as it's down to Knobby Recidivist. 'Oo's fer a cuppa?'

Then, interestingly, there's the expression 'It's all up to Fred', which means the outcome depends on Fred, it's his responsibility.
