Perhaps I am missing something, but I'm somewhat surprised at your NOT using a comma after plans to expand. Swan, Practical English Usage, p. 489 (Punctuation/Comma/Co-ordinate Clauses) mentions that:

This is a style issue rather than a matter of 'correct' or 'incorrect'. Personally I find it poor style to have three commas stuffed into 7 words.
