please help with gramma and clearness of the two paragraphs

My suggestion for economic development in getting heavy industry is our long-term goal. First, we need to have a clear economic development tactics and focus on retail to fill our vacant spaces. I believe we have enough people and customers to support restaurants/any types of entertainment. And, when we have some vitally in our city, we can start reaching out farther such as heavy industry or high profession jobs such as research and development. I understand the City wants all of these so that we can quickly take off some of tax burdens. However, economic development is a long-term process and takes a lot of time and energy to accomplish. EDS must always modify and revise because business and economic revolve quickly.


Moreover, I believe that we need to nurture businesses that currently operating in P.S. and have plans to assist them expand. When they do well in the City, other business will see the opportunity and possibly in the long-term they will consider relocate/expand to the city. I’m convinced that when all the vacant space is filled, commercial or corporate will see the opportunity and consider relocating. At that point, we have evidence to support our reasons why those corporate should move here.

Hi, restaurants/any types of entertainment according to my writers guide, use the slash sparingly, if at all, to seperate options: pass/fail, producer/director. Put no space around the slash. Avoid using a slash for he/she, and/or, and his/her And, when we have some vitally don't start a sentence with "and" can start reaching out farther it does'nt sound right, re-word I think the rest of it is ok.
