Please help with grad-school essay. I would really appreciate if someone could proofread it. :) Any suggestions or critiques are welcome.

Natural disasters can sometimes destroy life support systems in an area, and how to protect people against such disasters is an important topic in sustainability science. When civil engineers design river dikes, they now assume a greater rain intensity, one which may occur only once in 200 years. When scientists consider recovery processes from Great East Japan Earthquake in 2011, they must now assume bigger and stronger tsunami of a greater scale, one which may occur only once in 1,000 years. Considering the frequency and scale of damage of different types of disasters, explain your ideas and dilemmas on disaster preparedness.
Unfortunately naturals disasters can’t be prevented however the risk of loss of life and in injury can be prevented with the help of good environmental planning, evacuation and safety plans.As the matter of fact, forecasting of natural disasters is not possible and there is not reliable way to predict the days or months when the natural disasters will occur in any specific location. However, there are many research institutions that are currently working on earthquake probability forecasts which would be a milestone for the future of humankind.
In 2005 The Hyogo Framework was signed by 168 governments which is a 10 year old global plan for natural disaster risk reduction. The International framework offers guidelines for priority actions and practical means for achieving disaster resilience for vulnerable communities.
One of the important steps that should be taken to minimise the loss of life and damage is preparedness. Especially community based preparedness and management should be high priority. For instance, as the result of typhoon Etau which hit the eastern Japan brought high levels of rain in many areas in Ibaraki including Joso city. The community around the Joso city including Tsukuba has assisted it with a lot of services and goods after the natural disaster. The community work should be supported by national and local policies.
It is equally crucial to note that the response to decrease the impact of disaster and its long term results which is know as relief activities should be undertaken.
For instance, activities such as the rescue, relocation, providing food, preventing disease and preparing necessary services such as transport, telecommunication.
However, the relief activities might face difficulties in delivering those services and goods to people if the infrastructure is destroyed during the natural disasters.
After the 2016 Kumamoto earthquake there was a lot of assistance and donations all around the Japan however the transportation made it quite challenging to deliver the food, water and other donations on time.
Moreover, nuclear power plants impose huge risks in case of natural disasters. The Fukushima disaster was caused by a natural hazard and this incidence leads to the question: Can we build plants that are fully save from natural hazards? One thing that we can make sure they are placed in relatively less-hazardous locations, and that utmost care is taken to construct disaster-resistant facilities and the safety and security measures should be taken cautiously monitored and upgraded by the experts.
