There may be different opinions on this.
I believe "different" modifies "levels" (And "load" also modifies "levels.")

Same situation.
"Internal" modifies "reinforcement" and "steel" modifies "reinforcement."
(We could argue all day about whether or not "internal" modifies the expression "steel reinforcement," and whether or not "different" modifies the expression "load levels.")

Yes.

Yes.
"Shear strength" is a property of materials. It gives a value to how well a material resists being sheared.

Slightly.
The beam is being strengthened by the steel which is now inside it. (If you change this to "was being strengthened," they could be the same.)
The beam got strengthened when the steel was placed inside it.

("Is being strengthened" can be open to interpretation, depending on context. Eg, someone is performing the act of permanently strengthening it right now!)

Thanks for your note - I see Avangi has provided a full discussion

By way of minor contribution: another word that gets used in this context is spalling. This is when the internal metal rusts and so fails to strengthen the concrete - especially if only a thin slab has been used. The photo shows how the internal metal has been exposed due to this fault
