Please help to understand these phrases

Is he surprised to learn that she is not a human and because of it he didn't use "WHO are you"?
"If they don't come,
just toss your line between those rocks."

Please explain these phrases in very simple english. Especially i need the phrase about line and rock 'cuz others but this one i understand roughly.
