Please help me with this sentence

Hi everybody
it is as he has lived through it before, a long time ago
why did we use present perfect instead of past tense in this sentence?

It depends what the previous sentence was.

I think the present perfect tense is used to emphasize that it has been completed; it is not continued to the present.
