Please help me with this problem

The problem is I have to fill in the blank so both sentences will be same.

As he didn't have time, he could not have dinner

If she had have time, she could ____ dinner.

firstly, I think 'had have' is wrong, but im not too sure.

Why is the question using 'had have'?

Why are you using 'had had,' and 'have had'?

Why is 'she' changed to 'he'?

Please grammatically explain so I'll understand with no problem.
