Please help me with this phrase "One cannot think of"

"One cannot think of content and information which is more important than content related to the cultural and religious heritage of so many people in the world. "

I'm translating this phrase but i don't quite understand.

What is the subject of "which" here? and what does this whole phrase mean?

Thanks in advance!
