Please help me with my story

My English teacher told us to write a short story, anything, i am so confused. All i know to write a story it should be written with past tense, i'm having troubles when to use (for example), 'was playing', or 'had lived', 'had been'. I know 'have' is no use, we should use 'had' instead.
Or when the person died in 2000, should i write he was dead or he is dead? Thats so confusing for me cause 'is' for simple present, but if i write 'was' that means the man came back to life, right? |||

I've seen stories on the internet, i just don't understand some of them used past tense and put V-ing into their stories, shouldn't we use V-ed?
example: I walked downstairs as i heard my sister giggled in the living room, WATCHING Phineas and Ferb.
Or some of them just put present tense and past tense into their stories, or also simple past perfect, and or past perfect progressive. |||

I'm so done with tenses, but i'm not going to use present tense, thats just not right cause stories don't happen the time you read it. It's obviously from the past, right? |||

I asked too much but i really am confused. Please anyone help me even if it's just a little

He is dead now. (unless by some miracle, his death was a big mistake.)

You can mix the past progressive and the past:
Joe was my brother. He is dead now. He died in 2000. Here is what happen
