Please help me with my IELTS task 2 !!!

Topic: Some people think the government should pay for health care and education, but there is no agreement about whether it is the government’s responsibility. What Is your opinion?

My essay:

The citizens have paid tax to the government so they believe that they have the right to get free medical treatment and qualified education. To a certain point, I agree that government must be responsible for ensuring basic health care and education needs, but I also think this could have some difficulties.

There are several reasons that health care and education should be free for everyone. First of all, health care and education are fundamental right of all human which means an individual should receive health care treatments and qualified education whether he or she has the means to pay. Nobody has to be illiterate or unable paid for medical cost because of financial reasons. Besides, by providing free education and proper medical treatment to the residents, more and more skilled and healthy labour would be created. This holds a key role of the country's economic development.

A group of people, however, disagrees with the idea of providing free health service and education to the public. One of the reasons is that free medical service makes some people irresponsible of their health condition. It is believed that expensive health care would force people to follow a strict lifestyle, such as quit smoking and less drinking. Even more, they claimed that the quality of both education and medical system suffered when it is free. Quality clearly always comes at a price and that’s why we need a consideration for receiving a free service.

In inclusion, the government has the responsibility to ensure that education and health care services are available and affordable for all the residents. However, because of some troubles could happen, everyone has to be jointly responsible for the cost of those service.
