Would anyone help me with grammer??

"Support Indonesia on ensuring access to education"
I understand this expression.
That guy offers U.S. to help the access to education in Indonesia.
"and to quality education is there"
But, I have no idea with this expression.
Especially, I don't know why it has "is there" at the end of the sentence.
Even if I omit the previous phrase to make it easier to read, that seems to be still difficult to understand.
"Support Indonesia on ensuring access to quality education is there"
I fixed this sentence by myself and seems it makes sense. But not really confident.
"Support Indonesia on ensuring that quality education is there"
If someone gives me any hints or answer, it's greatly appreciated.
