please help me with 'ever'.

A. This restaurant never ever gets busy. Vs. This restaurant doesn't ever get busy. I think both are the same right and they mean the restaurant is always slow right?

Yes, they are the same, although it's much more common to see "this restaurant never gets busy" than it is to see "this restaurant doesn't ever get busy"

"never ever" is the very emphatic form. You only need "never".

This restaurant never gets busy. = This restaurant doesn't ever get busy.

never = not + ever

I don't think tenjing meant slow service. More like "Business is always slow". That's how I took it, anyway.
