It usually means "I just (recently) arrived."

You can add just to a simple past to show that the action happened a very short time ago.

I ate. (This could be at any time in the past.)

I just ate. (This is not very long ago.)
I arrived. (Any time in the past.)

I just arrived. (Very recently.)

Sally left. (Any time in the past.)

Sally just left. (Very recently.

Something tells me this is connected to the "S" word. But I don't dare explain this further.
