Please help me understand this sentence.
In the emerging centralised signorial states like Milan under* the Sforza and Visconti *or in the Venetian terraferma, large-scale works of improvement were undertaken.
I have two questions.
1. What does "centralised signorial states" mean? Is it same with centralized state? Is Milan a centralized state? Can a city be called as a centralized state?
2. I couldn't figure out the geographical structure of Milan, Sforza, Viscont and Venetian terraferma. I think Milan is belong to "the Sforza and Visconti" since the author is using "under", and I guess "the Sforza and Visconti" is a region since a city is under it. But I couldn't figure out how the city and the region connect to "the Venetian terraferma" because the author is using or in.
